Thanks for the help. I was not using the latest wizard, but did insall SP2 for VS98.

I discovered the solution which indicates a problem with the setup wizard. It seems that the SETUP.STF file on the "OLE Custom Controls" Record would append the record numbers together without spaces:

Example:
13 Ole Custom Controls Group 228 231239 247 251259 ...

Change to:
13 Ole Custom Controls Group 228 231 239 247 251 259 ...

This fixed the problem!
