Tab settings are stored for each document in the resource file (usually FoxUser.dbf). I suppose you might hack into that for the particular file.
I don't see how that could help you here, however. If you're converting spaces into tabs, then the tab setting means nothing (because it doesn't affect spaces) unless the user who wrote the doc used spaces to match existing tabs. The default tab size, of course, is 4 spaces.
