In both cases it will depend on the users' monitors and other software. For example, do they ALL have the MSOffice toolbar? If so is it always at the top or sometimes on one side? This will affect the total size.
As for point size - again it depends on the monitors and what the users can handle. I find that 10 point is usually good. If they are all using 19" monitors, than you can reduce that and gain a lot of screen real estate.
