Your problem is most likely caused by a broken OLE link. We have the same problem from time to time at a client's location because their network guy keeps installing a GroupWise client which includes GroupWise Imaging which steals the OLE link for .BMP's.
To fix it, this is what we have to do.
1. Run Regedit
2. Find Key "HKEY_CLASSES_ROOT\.bmp" and delete it.
3. Find Key "HKEY_CLASSES_ROOT\BMP_AUTOFILE" and delete.
4. Uninstall Microsoft Paint (Control Panel -> Add/Remove Programs -> Windows Setup -> Accessories -> Paint.
5. Reinstall paint.
