Has anyone figured out what's causing the error: "Error loading the data environment. Table is in use."

This error occurs when I first run an exe. I know it's not the login that's causing the problem because I'm not using that feature, and I think the error happens before the login is instatiated anyway.

If I hit the ignore button everything runs fine, otherwise the application closes.
