Go into Device Manager (any number of ways to do this; right-click on My Computer and select Properties from the drop-down menu, or Start/Settings/Control Panel/System) and open up the CD-ROM drive's Property Sheet. Make certain that under the Settings tab that
Auto Insert Notification is enabled.
You should also install TweakUI (it's an optional component, that extends your control in a number of ways through a Control Panel applet); this allows you to control whether or not data and audio CDs are auto-started through the paranoia tab (I'm not kidding, that's what it's called!)
There are registry keys corresponding to this - Auto-Insert Notification is a bit of a pain, since it's a registry value under the hardware enumeration of HKEY_LOCAL_MACHINE, and varies according to the exact hardware installed in the computer.
