While the files could in theory be located anywhere, there are shared components that must be installed locally, and regardless of where the files are, there are registry entries that should be updated on each system, which would normally be done during the process of installing the runtime on a local basis. If any ActiveX or OLE Automation components are involved, they must be registered on each system, regardless of their physical location. I've yet to find any valid reason not to install the runtime locally, especially since you've got to have some mechanism instlled locally to create shortcuts and the like to start the application; any installer that did that could handle the runtime installation in any case.
