>I think you mean what I've actually done, is to check to see how many rows are in the list. If there are x rows so that the xth row is hidden from user by taskbar, add one more row (either blank or something else). Then the dropdown 'drops' upward instead. Is that what you mean?

Here's a wild guess...

Can you change the height of the list items? This could still
trigger the reversal you've mentioned but, that way there's
no bogus data in the list.
