Hi Ed - Afraid I've been out for surgery, just getting back to keyboard now. I discovered the root of the problem. There's a default setting in Win98 Outlook Express (Tools/Options) that has it selected as the default email app, as well as Simple MAPI app. De-selecting these allows the Exchange setup to complete.
I did try installing Outlook client, but it had the same problem. Now that I know what the culprit is, it should also work...we'll be moving to that this summer, in fact...
