Microsoft does require that its certified instructors teach the material as it is. However, Microsoft has a lot of certified instructors and they can't police all of them all of the time. If you, or your colleague, were to inform Microsoft that this particular instructor omitted part of the training course material, I am sure they would intercede.
Companies pay a bunch of money and effort to become MS certified training centers and they have a set of requirements that they must meet to maitain their certified status. Part of that is teaching the MS materials exactly as they are written. This is one of the reasons that some training companies opt for NOT being an MS certified training center. Because they have materials that are higher quality than the Microsoft ones and certification prevents them from using their materials.
