You may want to try the method (using DDE) that I have uploaded in the Files section. IMHO, this is the best method because the already running instance receives a message and it knows this way to show on top itself.

The simplest method is probably to try to open exclusively a dbf and catch the error (an error will be generated when the second instance tries to open the same dbf).
