Neither are ActiveX components embedded in the HTML. That is a Microsoft only solution. The only crossplatform way to impliment the functionality is to use HTML exclusively or to use a language that runs in the browser's JVM (eg. Java, JPython, WebL, etc.). This site has a very comprehensive list of such languages: http://grunge.cs.tu-berlin.de/~tolk/vmlanguages.html
