MS VSS recomends that you do not put DBC's under source control, due to the problem of copying the container. They suggest that you use gendbc to create a prg file, then put the prg file under source control.
We are converting our FPW 2.6 system to VFP 5.0 now, but have not designed the dbc's yet, so we havent tried this. Currently trying to do the same process with dbf's, but just writing the gendbf version of gendbc.
Keep us posted, if you try this.
