OK, here's the steps:

Open a class library
Create a new class based on the OLEControl class
From the Insert Object dialog, choose "Insert Control"
Select the MS Progress Bar control.
Now you're in the class designer. Add whatever properties you want.
Save changes
Open the form class.
Drop the new class *based* on the Progress Bar into the Form.
