after you MODIFY REPORT, and before you compile it into your APP/EXE." It's the MODIFY REPORT command which puts the printer-specific info into the frx.

I thought about editing my message to say "before you compile it into your APP/EXE, or before you distribute the FRX if you don't include it in your PJX." Of course the main point was to fix the FRX after the MODI REPO command. Anyway, thanks for clarifying!
