You can change the Windows mouse cursor through simple API calls. A good guide would be "How to change and how to reset mouse cursors (pointers)" by Paul Tatavu in the Frequently Asked Questions section of the UT, (click the purple book icon to the left).

Be aware however, that each form, frame, control etc. has its own cursor which may not (and probably will not be) affected by the Windows mouse cursor setting -- so even though you may set the Windows cursor to an hourglass shape during lengthy network operations, when the user moves the mouse over an object, the mouse cursor will change to the shape specified by the .mousepointer property of the object.

This is just a Windows thing. I'm not certain there is good solution.
