Hi,
You can use MS Speech SDK 4.0/5.0 or MS Agent 2.0. Boths of them consist of TTS engine and Speech Recognition Engine.
MS Speech SDK provide more control to the engine and MS Agent give some animation....
It is free for download for development purposes, but need to have license agreement if distribution.
