I have not found anynody offering that type of service. They maybe out there, and if they are my guess is Rick would know. I also would guess if they are that it would be rather exspensive.

If you are just wanting to get your feet wet with the web, may I suggest going with a provider that has ASP and fox odbc. You can do this almost any where and while most places don't allow COM objects, I've found you can do MOST all of it with ASP's. It's a bit more trouble, but you would find a lot more places that wanted your services when you learn how to do it. West Wind is the best way for a fox programmer to go, but you can translate a lot of ASP knowlegde to WWW if you ever need to.

I use a company called Interland.net. Cost about $200.00 a year. You get Administration, Webtrents (reporting stuff), 80 meg disk space, ODBC connections,SSL. Pretty good support. There are lots of places that offer this type of service, that just the one I use. Do a search on Web Hosting. If you do decide to go with Interland, please tell them I sent you.
