How are you sending the jobs? Are you using REPORT FORM or are you using SET PRINTER TO LPTx and SET PRINTER ON.

I have noticed that under Windows NT, if you are using the SET PRINTER commands, if you issue them in one order, you end up with exactly the condition you described, an empty job in the print queue holding the print driver open. If you switch the order, it seems like this went away.
