This error is due to having more than one row (records) contain the same value as another. Every primary key value must be unique. A common reason for this error is a blank primary key field, giving you this error everytime you do an APPEND BLANK.

Your solution is to find the rows with duplicate keys and make them unique. Then you can make your index Primary.
