It is called Personal Web Server (PWS), and it came with MS FrontPage or MS Visual InterDev. At one time,it was available free at the MS web site. You might try doing a search there on Personal Web Server. It turns your PC into a web server for development purposes.

Side note: If your computer is connected to a LAN/WAN, is IP enabled, and your organization is connected to the internet, your computer can be accessed just like a web server if PWS is configured (im)properly. I did this to my computer just out of curiosity, and it worked.
