I think that once you learn to use VFP, it is probably one the fastest, if not the fastest development tool around.

Another thing to factor in is wther or not you are using a commercial framework. Learning VFP with a framework like CodeBook for Mere Mortals, Visual Fox Express, Visual Maxframe Professional or others will greatly decrease the time that it takes oyu to crank out an app.
