The landscape reports run fine on my computer, but not on the one the app was installed on, an NT 333. The print preview takes the landscape report and displays it as portrait, chopping off the data.

Since the Print Preview relies in part on the specified print driver to handle formatting, it might well be the problem. This is the Windows print driver, not drivers in the FOXUSER. If no driver is installed, there may be no concept of Landscape available...you'd have to check with some API calls to find out what device capabilities are supported with no print drivers installed.
