From my experience it is a video card or video driver which does that. I have the same problem with my ATI All-In-Wonder video card and many others. It also depends on how you scroll the report - using the arrow buttons on the report scrollbars or click between them.
It may help if you try to change the video driver. It seems that the printer driver may cause the problems with the Preview too.
Recently I got a problem with VFP 5.0a (BTW, VFP 3.0b worked fine) and new HP 8000 series printers. The Preview bombed, giving the "Illegal Operation", which went away when I changed the driver to HP LaserJet 4 Plus.
