COPY TO creates a dbf that is in the current database if there is one. Your code is creating a dbf named MyFile.TXT but it is a dbf none the less. Your probably want;

COPY TO MYFile.txt TYPE DELIMITED or COPY TO MYFile.TXT TYPE SDF.
