The data are passed to the operating system and from FoxPro point of view they are updated, but they are not actually written to the disk yet, They travel by wires to the NT server, stay for some time in NT Server buffers and/or in NT Server hardware cache. This seems to be enough to get the duplcates. (I had this problem with a big FPD 2.5 app). It seems the best way here is to provide the real unique id keys system.
