It is difficult to me understand your message, but I believe that you are making two questions.

First: if you want to make a shortcut in the desktop during the setup process, you can run a batch that copy the shortcut in the \%system%\desktop folder.
You can make this answering the .bat file name when the setup wizzard ask you.

Second: If you want to run maximized the forms, you must to set the windowstate property in "maximized". You can set the shortcut normal-mini-or-maxi mode too.
