Well Ed I gave up.

I used a VFP Setup Wizard install last night and that did not work.
My fix was to install VFP on the machine and under controls/ActiveX select the treeview control. I then ran my Install Shield install and the app works fine now.

I am trying to get a Win95 machine with just the operating system on it to try the install again.
