Check thread 181728, 1/29/99, particularly Ed Rauh's message 181790. He talks about the usual cause being a file needed by the OCX which isn't on the computer causing problems.

The setup wizard has been in the development machine and we 've put the comctl32.ocx from the system dir of this machine to the directory from which setup reads the files.
