The only case where the index on DELETED() is not important is if you very few recrods or if SET DELETED is OFF.

This is certainly NOT the case, just try it on a large table with other indexes rushmore could take advantage off. Just read another thread "INDEX TAG on DELETED() ........ HUMBUG" In this thread i explain why a tag on deleted() won't help much.
