Couldn't find anything directly, but the LoC has a search engine up at the following URL:

http://lcweb2.loc.gov/catalog/

They have a mailto link there as well, perhaps you could send an email to that link, after all, if they have an LoC search mechanism, they have to have a database of all ISBN stuff somewhere and it *is* public information.
