If you're trying to make your VFP modal on a system level (in other words the user cannot deal with anything else in Windows), you can stop trying because it's not possible. You could have your form (or screen maximized) and cover the entire Windows desktop, but the user could still access the start menu button, even by using SetWindowPos() to set it at the top of the Z-order. In Win 3.1 it was possible to create a system modal dialog. In Win32 it isn't. Sorry.
