These smaller windows are the result of clicking on a button. These windows are allow the user to change the access rights to the application. The access rights are based on different criteria, such as data source, state, hospital,and reports. Each screen will show what the user currently has and also allows ther rights to be changed. The main screen called user, will always be in the background, but while the smaller screens are up, can not be accessed. So, I would not classify these smaller windows as top-level windows.
