I think, the rule should be "Always add an index on DELETED() unless you find in tests that this index slows down your application (significantly)".
So should i add several indexes which the optimizer rarely use, but doesn't optimize performance ? I think not. As we all know indexes delay concurrency and performance when appending records.
The general rule has alway been. If you don't need a particular index, don't create them.
