From what I'm reading, it appears that the VFPDA is a sort of offshoot of the Universal Thread. At this point, if someone is not a member of the Thread, they've never heard of this. I know that in my company, less than 10% of the devleopers are members of the Thread.

An idea: prepare and print a notification in FoxPro Advisor, FoxTalk, Microsoft Internet Developer, and any other technical journals, notifying the reader of the formation of VFPDA. Interested parties can contact you via e-mail or by visiting the VFPDA website. Once interest is established beyond the Thread, then organizational meetings (electronic or face-to-face) can be setup.

Yes, this will require some up-front expenses, both in publishing the ads and setting up and administering the website. However, if you want to get this developers association beyond the electronic walls of the Thread, and give it some exposure and credibility in the light of day, it's got to be done. Someone (one or two individuals, no committees yet) has to take the lead on this and make it thier baby.
