You could do any of the following:

1) Just put the payroll calculation functions in a module (bas file).
2) Create a class for payroll functions, and add this calculation methods into the class.
3) You could put this class into an activex dll and then be able to share this function with other programs, and this will enable to distribute just the dll when there is a change in tax, or formula, ...
