This imaginable thief supposed to be user of VFP system they already have, i.e. s/he has access to the network drive where all data files reside. Could someone really familiar with WinNT networks give some advice here?

You could do this with a middle tier server. The user would connect to the Middle tier and log into that server. The middle tier could log into the server with the actual data using a special username. The user never has direct access to the data files.
