Maybe removing the entire PC would be the safest recourse :)
But seriously, and especially after reading what others have said, one action that is effective in a different way is to get legally tough. That is, you publish, and make users read & sign, a statement that they promise not to do whatever it is you don't want them to do, under penalty of prosecution. A little unpleasant, but it can be quite effective.
