Actually, if you look at other Windows apps,
such as VB or Word, you will notice that
when a modal form is active, access to the
toolbars is prevented. This is the standard
behaviour in most Windows apps; at least as
far as MS app go.
As for the suggestions, using a Top Level form
does nothing to prevent this.
And for the editing features you mentioned, they
are available via the keyboard (CTRL+V, CTRL+C) so
the toolbar is not necessary when a modal form is
active.
