If you include it, any permanent changes to the DBC, including table structures, new tables and/or views, stored procedures, RI, etc., will have to be accompanied by a new version of the compiled APP or EXE. If you exclude the DB, all you have to do is provide the changes and not necessarily have to provide the App/EXE again.
