It sounds overwhelmingly likely that the monitor is a multifrequency monitor rather than a multisync monitor. The difference between the two is that a multifrequency monitor can operate at any of several pre-set frequencies, while a multisync monitor can adjust to any sync frequency in a given range.

The trick here is to get the card to output at an appropriate frequncy supported by the monitor. I'd suggest trying to contact Phillips to get the detailed specifications for the monitor. This at least will provide you with some guidelines for how to adjust the output from the video driver if that level of control is supported by the driver.

There are a number of vendors who used the S3 Trio chips, and there are several variations on the S3 Trio chipset in use. Rather than relying on a generic driver, you'd be better off using the driver that is specific to the hardware implementation in use. I recall that a number of Diamond cards used the S3 Trio family chips, and did particularly badly with the dfault driver that Win9x assumed should be used with them. Again, the video card vendor is your best source of information, and may be able to suggest an alternative driver to use.

You've not stated what type of machine is in use - it's likely that replacing the video card with one that has the ability to adjust the output sync frequencies may be the most cost-effective alternative to using this combination. I'd suggest looking at -retail- cards from a vendor like Matrox, Diamond or ATI; their drivers provide a good deal of control over the operating frequency. ALl three vendors have current drivers that will give you some flexibility in selecting output frequencies, including the ability to adjust the output on an interactive basis with a test pattern from their control pannel applet extensions.
