It goes down more frequently than that, it is just that the causes tied directly to the tokenring that occur on average once a month. When they occur, they happen about twice a day for 2-3 days. Maybe they average 3 times a month due to tokenring (don't get into the office until after nine and they usually occur between eight and nine).
