Of the 70,000 at the Blace camp, many have gone to Turkey and Sweden. Sweden has widespread web access. Not sure about Turkey. (Cetin?) I imagine Albania has few web-enabled computers but they could fax or call to places that do.
The army would be in charge at Guantanamo. (20,000 due there.) They could allow access if they chose.
