Yes, that's correct, and all I have been trying to say is that I believe that the expectation that NODATA really means NODATA may well not be applicable to LOCAL views, but only to REMOTE views.

As far as I'm concerned, the documentation remains totally unclear regarding this. It is worth noting that the new Hacker's Guide may be a little clearer, though it is still ambiguous as I read it.
