There are several possibilities. The first thing to check is that you have the most recent updates to the Setup Wizard and Visual Studio - the latest service pack for VS and Setup Wizard updates are available on http://msdn.microsoft.com/vfoxpro/downloads/updates.asp

Secondly, you may need to install additional components on your target systems to get VFP6 working properly. At a minimum, you'll want to install DCOM on systems that don't have it (look for a registry key HKEY_LOCAL_MACHINE\Software\Microsoft\OLE; if it isn't there, you need to add DCOM to the system; in the case of NT, that means applying SP3 or SP4, on Win95, it means installing DCOM via the self-installing DCOM95.EXE on Microsoft's Web site. Win98 should always have it installed (famous last words) as should Win2K. IE4 and IE5 always install DCOM support on any target system.) DCOM fixes at least one known bug (see the FAQ entries on DCOM for details). In addition, you'll want to make sure that older Win95 boxes have at least Service Pack 1 applied, and NT systems should be brought to at least Build 1381 SP3.

I've assumed that you included the VFP6 runtime in your Setup Wizard distribution. the runtime for VFP6 is not the same runtime used by VFP5.
