VFP 6 will not run correctly under NT 3.51 as it requires DCOM; you should stick with VFP 5. I know this from practical experience as we use Citrix WinFrame 1.7, which is an extension of NT 3.51.
As for your install errors, did you install with Administrator rights? I did not have a problem with the actual install of my custom VFP 6 app, only the execution...
