The issue isn't with the scroll bars.

The issue is that the hot spot changes once the toolbar is in place.

Create a showwindow=2 type form.
Create a showwindow=1 type toolbar.
Place a command button on the form
Change the mouse pointer of the command button to a nodrop icon.
Run the form
Move the mouse pointer over the button - notice the nodrop icon.
In the click event of the command button, create the toolbar.
Move the mouse pointer over the button - there is none.
Move the mouse pointer below the button...
