Hmm. I'm not a PUTM and I have no problem accessing files.

1) Click the File Cabinet icon on left.
2) Select a category (file cabinet icons that now appear in bottom window paine on right)
3) Select a file form the list of files that come up (again, bottom right paine)
4) My system now prompts me to save the download as a file or to open it directly.

I use IE4 as my browser. What browser are you using?
