I had that problem as well, and from what I've discovered by tring everything I could think of in outlook 98 (including swear words, impolite gestures and all that pleasantry), I found that you have to open the message in it's own window (by double-clicking on it), then go to the VIEW menu and choose OPTIONS.
The full header is there (most of the time, except for long ones, which get cut after a number of caracters, not sure how many)...
I, like yourself surely, would like to have an option like in Eudora or Netscape where I can see the full headers RIGHT THERE in the preview pane or the Message window. Guess that's one for wishlist@microsoft.com!
