I'm not quite sure of what you are asking...

The Form which has the ScrollBar Property set to .T. will only display the scrollbars when an object (cmd, txt, lst etc) resides (all or a portion) outside of the displayable area. If all objects are currently (fully) visible on the Form, the ScrollBars should not appear.

This feature is the same in both development / run time.

If this doesn't help, please repost a further explanation.
